In Japan they often hand out free tissues on the street, but the other day a guy dressed up as god knows what was handing out free rice balls in Shinjuku!
In Japan the ads on the tissues are often aimed at girls so guys don't usually receive them and they also assume Gaijin(foreigners) can't read kanji therefore cannot read the ad.
I'm both a guy and a Gaijin so I almost never receive them.
but don't worry, if you really want one all you have to do is ask.
Sunshine street in Ikebukuro is a hot spot for free tissues.
